Jerry Reimers

Board of Advisors

Mr. Reimers retired as the Senior Executive Advisor/Senior Intelligence Officer at the Defense Forensics and Biometrics Agency in 2019, after focusing his career on national security law policy and international intelligence sharing. Mr. Reimers co-authored and provided input to many US and international directives related to the collection, storage, and analysis of personally identifiable information (PII) data and the use of repositories, integrated systems, and cloud architectures in a manner compliant with US and EU privacy rights law. He has coordinated information sharing and privacy initiatives related to the Department of Defense (DoD) Biometrics, Forensics, and Identity Intelligence/Human Networks Enterprises across the intelligence, law enforcement, and military communities. He represented these enterprises before the National Security Council, the US Intelligence Community’s Identity Intelligence Board of Governors, and the North Atlantic Treaty Organization (NATO) as Head of the US Delegation to the Biometrics Program Coordination Group. He authored the NATO biometrics sharing policy.

Mr. Reimers was previously Deputy of the DoD Identity Intelligence (I2) Program Office at the Defense Intelligence Agency where he was responsible for international engagement, information sharing, data analysis, policy, privacy, and watch-listing. Mr. Reimers served over a decade as Chief Legal Counsel of the DoD National Ground Intelligence Center where he provided legal guidance on interagency collaboration, information sharing, intelligence oversight, counterterrorism, and counter-threat network operations related to biometrics, forensics, and identity discovery issues. While serving as Program Manager of the U.S. Army Intelligence Law Course for The Army Judge Advocate General’s Legal Center and School, he taught intelligence law and oversight to intelligence community attorneys across the interagency. Mr. Reimers is a Veteran having served on active duty in the Navy Judge
Advocate General’s Corps.
