Joe founded TransNexus after decades of experience in criminal prosecution and countering threat networks abroad. This informed the design of the TransNexus patented cross-domain software that screens against classified threats in real-time - illuminating malign proxies and the totality of threat network activity. The software enables unprecedented preemptive measures while protecting individual privacy and intelligence classification.
As an Assistant Attorney General for the State of Texas in the Money Laundering Unit, he served on a Suspicious Activity Report (SAR) Committee and drafted portions of the Texas money laundering statute. He then spent six years in Afghanistan working on rule of law and countering transnational malign networks. While embedded with US and NATO forces in Herat, Helmand, and Kandahar, he supported the consolidation of military gains. At NATO headquarters in Kabul, he worked to address illicit finance issues such as contracting with the enemy and transnational money laundering. He later became the liaison for US Special Operations Command to OFAC, Global Targeting, Terrorism and Financial Intelligence at the US Department of the Treasury. As a member of the ISIS Integrated Mission Team, he wrote Specially Designated Nationals (SDN) designations. Later at FinCEN, he was in a working group tasked with sharing sensitive USGOV threat information with the US private financial sector.
He later served at the Pentagon in the Office of Special Operations and Combating Terrorism (SOCT) in the Office of the Under Secretary of Defense for Policy (OUSDP). As OUSDP lead for implementing the Counter Threat Networks portion of the DoD Irregular Warfare Annex to the National Defense Strategy, he was the principal architect of the DoD enterprise strategic framework for countering asymmetric networks enabling malign entities and nation-state actors. As the OUSDP lead for Operation Gallant Phoenix, he advanced efforts to disseminate biometric data of ISIS foreign terrorist fighters to partner nations for prosecution. He also represented his portfolio equities before the National Security Council.
