Dr. Jerry McGinn

Dr. Jerry McGinn is the Executive Director of the Center for Government Contracting in the School of Business at George Mason University (GMU). He established and is leading the first-of-its-kind university center for government contracting research and education - which is becoming a premier nexus for intellectual property and defense innovation.

Dr. McGinn has extensive experience and expertise in enabling technological innovation in the US defense supply chain and national security acquisition policies. He successfully advised clients in over $600M of awards in critical defense industrial base areas from 2019-2021 including state power competition with China through technological innovation. He recently served on the Economic Security Subcommittee of the Homeland Security Advisory Council. Prior to joining GMU, Dr. McGinn served as a career Senior Executive Service (SES) official in the Office of Manufacturing and Industrial Base Policy in the Department of Defense from 2015-2018 under two administrations, managing a $200M annual budget. In 2017, he led a Department of Defense (DoD) interagency review to identify gaps in critical technological and manufacturing capacity. There, he directed hundreds of reviews of high-profile mergers and acquisitions as well as transactions before the Committee on Foreign Investment (CFIUS) in the United States. He developed, piloted, and deployed the first cloud-based analytics platform (DIBNow) approved for the DoD network to manage sensitive data across the DoD enterprise. He also managed eight public-private partnerships focusing on innovative technologies.

Previous to DoD, Dr. McGinn spent a decade in senior defense industry roles. At Deloitte Consulting LLP, he led the development, writing, and production of proposal technical volumes for DoD and Department of Homeland Security competitions resulting in over $31M in contract wins. At QinetiQ North America, he advised on government relations, management consulting, and technology licensing partnerships - supporting a $400M Technology Solutions Group business unit. At Northrop Grumman Corporation (NGC), Dr. McGinn led a successful campaign for the technology release of a product with over $1B market potential and strategic partnership negotiations with a $3B European company.
