
MG(R) Dusty Shultz most recently served as the Director of Intelligence (J2) at U.S. Southern Command (SOUTHCOM). She was the Combatant Commander’s strategic executive coordinator for intelligence with the Secretary of Defense, Chairman of the Joint Chiefs of Staff, federal civilian agencies, and other senior U.S. Government intelligence leaders – proactively advancing intelligence integration through innovative and dynamic leadership. Leading a team of 600 intelligence professionals, her team delivered operational intelligence and all-source analysis to the primary Command responsible for Central America and the Caribbean. She spearheaded integration of AI and machine learning to enhance international intelligence sharing to drive collaborative multinational operations combating narcotics, terrorism, weapons, human trafficking, and other malign state and non-state actor objectives. Her leadership enabled enhanced cross-domain awareness through the implementation of a powerful intelligence platform fusing public and private information from government, the private sector, and non-governmental organizations into a common operating picture.
Previously as the Director of Strategic Operations of the Dept. of Army Management at the Pentagon, she piloted and implemented the Army Information Advantage Program integrating data, cyber, and space information through appropriately balancing individual privacy rights of USPERS and foreign nationals with national security interests to advance initiatives such as Joint All-Domain Command and Control (JADC2). She also operationalized the Army Data Plan for cyberspace, electromagnetic spectrum, operations security, military deception, space, mission command networks, data cloud management, and digital warfighting with an annual $11 billion operating budget.
As Theater Intelligence Brigade Commander in support U.S. Northern Command (NORTHCOM), she provided intelligence capacity by establishing a multi-component brigade integrated with Mexican and Canadian partners to enhance intelligence sharing and counter-threat activities - specifically targeting violence and instability caused by Transnational Criminal Organizations (TCOs).
As Commander of a Battlefield Surveillance Military Intelligence Battalion assigned to U.S. Central Command (CENTCOM), she commanded 46 different teams of intelligence specialists providing targeting support across the Iraq area of operations. MG(R) Shultz has also served in various roles combating TCOs while working with the FBI, DEA, the Texas El Paso Intelligence Center, and High Intensity Drug Trafficking Areas.
