Kumar Kibble has served for more than three decades as a military, law enforcement and corporate leader. His more than 24-year federal law enforcement career included service as the US Department of Homeland Security (DHS) Deputy Assistant Secretary and Deputy Director of US Immigration and Customs Enforcement (ICE), the agency’s top career executive. He received the Presidential Rank Award for his leadership of a 20,000-person organization with approximately 50 international offices and a $6 billion budget. He spearheaded the development of the Homeland Security Investigations (HSI) Illicit Pathway Attack Strategy. This international, multi-agency information sharing initiative detected and countered cross-border vulnerabilities, transnational criminal networks, illicit trade, and financial crimes.

As the Homeland Security attaché leading a DHS team embedded at Europol in The Hague, Netherlands, he pioneered a DHS-led information sharing, counter threat finance initiative that included the FBI, US Special Operations Command, US European Command, the US financial sector, as well as the European Counterterrorism Center. This innovation bridged battlefield and civilian domains, leveraged classified and unclassified information, financial data, and Europol’s multilateral information sharing systems to illuminate transnational threat networks and share investigative leads with more than 30 countries. Over an 18-month period, his team accelerated sharing of transnational threat information between US homeland security and defense organizations, and European Union member states. His team coordinated almost 1,000 requests for information from European partners and identified approximately 1,800 known or suspected terrorists and facilitators. As senior vice president for Homeland Security and Defense sales at ANDE Corporation, he partnered with DHS executives to pilot innovative Rapid DNA technology and cross-matching in the field.  The initiative uncovered and deterred human trafficking, as well as other criminal activity along the US southwest border. As founder and chief executive officer at GuideQuest LLC, he provides leadership development solutions for mission-driven leaders and organizations throughout the world.
