Steven L. Meltzer

Steve Meltzer is a Corporate, Securities, and Technology Partner at Pillsbury Winthrop Shaw Pittman LLP where he advises clients in the government IT, defense, intelligence, and aerospace sectors.  Mr. Meltzer is a longstanding Board and Executive Committee member of the Maryland Technology Council and serves as the organization’s Corporate Secretary.  He is also Chairman of the Board of Trustees of the New England Institute of Technology and a member of the Northern Virginia Technology Council. He is a frequent speaker in the United States and abroad on capital structuring, transactional, and information technology topics with extensive experience as a coach and mentor for technology startups. 

Steve represents numerous private and publicly held businesses in a wide range of transactions including mergers and acquisitions, private equity, divestitures, joint ventures, international and domestic licensing and distribution agreements, venture capital financings, public and private securities offerings, “going private” transactions and financial restructurings. He counsels companies and investors in capital formation, governance, securities compliance, employment, and shareholder matters. Mr. Meltzer was named Best Lawyers’ Lawyer of the Year in Mergers and Acquisitions Law – Washington, DC, (2020), and as one of Chambers Senior Statespeople in Corporate/M&A – Northern Virginia (2021). Mr. Meltzer is admitted to practice law in the District of Columbia, Maryland, and Virginia. He served in the US Army Reserve for six years.

Steve has provided legal strategy and counsel in the following instances:

  • Represented 1901 Group as a Board Advisor and in its $215 million sale to Leidos
  • Represents Mission Ready Solutions, Inc. and its subsidiary Unifire, Inc. in various matters
  • Represents Iron Bow Technologies, LLC as Special Counsel
  • Represents The ENSCO Companies as Advisor to the Board, Legal Counsel and Assistant Corporate Secretary. 
  • Represents DevTech Systems in corporate and federal contracting matters
  • Represented Tenable, Inc. in $250 million equity financing by Insight Venture Partners and Accel Venture Partners
  • Represented Janus Global Operations LLC (now Acuity International, LLC) as Counsel to the Board of Directors
