Joshua Skule had a distinguished 21-year career in the FBI. As Executive Assistant Director for Intelligence, he led the organization’s Intelligence Branch. There, he advanced policy development, implementation, risk management, and tactical guidance for all intelligence, national security, criminal, and cyber programs across all FBI investigative programs. He oversaw collaborative information sharing efforts among the intelligence community, law enforcement at the federal, state, and local level as well as multiple foreign entities on policy, strategy, and operations. He served as Chair of the Domestic Security Alliance Council, a strategic partnership between US government and private industry comprised of over 500 companies representing every critical sector and industry - enhancing communication by promoting the timely exchange of security and intelligence information.
Mr. Skule improved speed of information flow to federal, state, and local law enforcement and private-sector partners through innovative communication approaches at various levels. He modeled intelligence sharing to create systemic change to encourage partnering and information sharing to break down information silos. He conceived the innovative Strategic Technology Section of 80 people to find and fix critical performance gaps caused by lack of communication between technologists and end-users. He migrated intelligence data storage to a cloud-based platform to accomplish more with significantly fewer costs, mitigate external security risks, and ensure target accuracy with increased threat data volume. As manager of a global workforce of 5,000 personnel and a National Intelligence Program budget of over $3 billion, he identified national security shortfalls to prioritize intelligence community resources.
Previously as the Deputy Assistant Director for the Counterterrorism Division, he served as the Chief Operation and Technology Officer, managing technology and innovation. He performed extensive outreach to international law enforcement and intelligence partners to enhance information sharing. He also developed a long-term strategic road map for the Division’s technology investments. In his current role of Co-Founder and CEO of Bow Wave LLC, he established a Tier One US National Security Services business and co-authored a strategic plan to provide direct services for USGOV clients.
